"This article is partially about two alternatives to provide hydro energy from Labrador, New Brunswick, and Quebec to serve ALL of New England. Investments of about $5 - $8 billion would be required for HVDC transmission lines in New England. The other HVDC lines would be by Canada. Vermont's portion of the cost would be small, about 5.6/125 x 100 = 4.5%. These new HVDC lines would be owned by private investors, who charge transmissions fees, just as VELCO does in Vermont.

To have 40% of NE energy as wind energy with wind turbines on ridgelines and offshore would be $59 for wind turbines + $15 billion for grid upgrades (using ISO-NE numbers) + Changing the generator mix, say $10 billion = $85 billion.

Top managements of New England's utilities likely would have little incentive to even meet with representatives of Canadian hydro plants to determinne the actual quantities of energy available in 20 - 30 years."
