"First Wind believes that the opportunity to qualify wind energy projects utilizing available federal tax credits
could close this year, and may not re-open in the near or medium term, if ever. We therefore urge DEEP to
consider procuring all 396.5 MW of First Wind’s proposed PPAs, in order to capture the full benefits of the
Production/Investment Tax Credits (“PTC/ITC”) for Connecticut energy consumers.
Capturing the full benefits of the PTC/ITC requires that a project developer be positioned to take on the
development risk and capital requirements necessary to quality by year’s end. We believe the selection of
proposals by Sponsors unable to meet those risks or requirements would deprive Connecticut consumers of an
opportunity to secure cheap renewable power. First Wind is prepared to qualify each project submitted for
review. In fact, First Wind is prepared to provide additional financial security during the remaining project
development period to demonstrate both our financial capacity and commitment to qualify our projects for the

When Blumenthal was gov. of Conn., he would not allow transmission lines to run through Conn. for "a few wind farms in upper state ME." He took ISO New England to court for charging too much to rate payers..over a million for power not delivered. The case went all the way to the Supreme Court and of course they sided with ISO. I called the office and one of the lawyers said the power was supposedly from NY..which has a wind farm, Cohocton , built by First Wind , which also has no way to transmit. The locals found out that the grid was at capacity and made that fact public on their website..cohoctonwindwatch.
