I agree with your call for storage mechanisms to be employed by ISO-NE in order to avoid blackouts. 
Unfortunately, state lawmakers are convinced wind and solar can replace fossil fuels, stored or non-stored. 
Maine is between a rock and a hard place, further aggravated by the fact that the large energy centers of New England are taking the lead in eliminating fossil fuel use by the unrelenting haranguing pressed by environmental groups, the media and liberal politicians.
 The consequence of these acts is showing up in increased use of natural gas and oil plants located in Maine. From 2019 to 2021, as coal, oil and natural gas plants in Southern New England retired along with the successful protests stopping new natural gas plant construction, Maine natural gas plant output has increased 89%, making the quest for zero carbon for Maine electric generation a futile endeavor. All the while, Maine accelerates the policies benefiting the construction of more wind and solar projects.
The fly in the ointment is Maine has very little weight to throw around within the ISO-NE network. The heavyweights want our wind and solar projects' Renewable Energy Credits AND our fossil fuel plant production increases to help realize their own green goals.
I believe Maine has two paths, maybe three to breaking this cycle of energy doom. Either give in to the pressures and do away with the quest to zero carbon and become the renewable and reliable energy center for New England or run from the Southern New England bullies by ending participation in ISO-NE and working out an attainable energy plan for Maine.

Please keep posting those charts for the entire cold spell.

On cold days, Pennsylvania nat gas is diverted from power plants to building heating.

Instead, power plants use fuel oil from nearby storage systems 

New England needs significantly increased storage capacity of fuel oil and nat gas to ensure future continuous electricity service, i.e., NO BLACKOUTS AND NO FROZEN PIPIES ON -20F DAYS!!!

THIS IS NOT ROCKET SCIENCE 

Gas-fired heating systems need electricity to operate.

I also note, imports from nearby grids, on cold days, are very low, which is to be expected, because nearby grids need the electricity FOR THEIR OWN USERS!!!

THE NUTTY-ZERO-KNUCKLEHEADS, WHO NEVER ANALYZED, DESIGNED, OR OPERATED ANY ENERGY SYSTEMS, AND WHO THOUGHT FOR NEW ENGLAND TO IMPORT ELECTRICITY FROM NEARBY GRIDS, WILL NEED TO TAKE SOME REALITY PILLS, BECAUSE THAT WOULD BE A VERY IFFY NON-STARTER ON COLD DAYS.
