The project sits in limbo as it is litigated in court at least until Spring of 2023

Massachusetts legislators with Governor Baker's signature enacted law to solicit for 1200 Megawatts of Hydro Power (2015)    
 
BOSTON — "Today, in a continued effort to stabilize New England’s electricity rates while meeting the Commonwealth’s Global Warming Solutions Act (GWSA) goals, the Baker-Polito Administration filed legislation to diversify the state’s energy portfolio through the procurement of cost-effective, hydropower generation. As New England finds itself paying unprecedented high prices for electricity with even higher costs coming in 2023 AND indications that reliability may be in peril, a solution to bring 1200 megawatts of firm, reliable, steadfast electricity to New England is imperative and needs immediate attention from elected officials. 
 
If Maine citizens are still adamant about no corridor through remote Western Maine, they are part of the problem that needs to be addressed.. 
 
The court may want to remand the question back to the voters. Things have changed considerably since November 2021.
 
Perhaps Maine Government officials should approach Massachusetts' officials with an idea to move this project forward by granting Massachusetts all "Greenhouse Gas Reduction Credits" as they were seeking with their solicitation and allow Maine through the PUC to prepare a new Power Purchase Agreement with Hydro-Quebec and CMP and Versant, which would satisfy the Massachusett goal of stabilizing New England electricity rates.
 
This agreement would address the Maine voters' concerns of Massachusetts using Maine land for their own power benefit. Maine would use Maine land for Maine's benefit.
 
This project must move forward, no matter what it takes. Reality, not reliability is bringing Maine down.
