"Confidentiality" and " Ambiguity"

President Reagan perceived the nature of government in his famous quote about the nine most terrifying words. "I'm from the government and I'm here to help"

   I offer a few words derived from the "Northern Maine Renewable Energy Development Program" that should terrify every electric customer in Maine: " Confidentiality" and " Ambiguity"
   Last November in response to an order from the legislature, later to become law. and eerily similar to the passage of the Wind Act of 2008 when not one legislator voiced opposition as legislative votes were waived and the bill was sent to the Governor, LD 1710 " An Act to Require Prompt and Effective Use of the Renewable Energy Resources of Northern Maine" became a Request for Proposals to be received by the Maine Public Utilities Commission. 
    Quietly and currently kept in secret (Under the need for "Confidentiality") these Proposals are in the hands of the PUC. The transmission proposals were received March 1,2022 and the generation proposals were received May 2, 2022. That's right, this project is so big, it requires new separate proposals, and we know not who, what or where in the large county of Aroostook any of these projects may happen, except for one participant proposing a transmission project. 
     Con-Ed of New York wants to build the transmission project, a project as large, if not larger than NECEC and the only reason we know of their interesting proposal is because of their stipulation that they want to be able to adjust the rates of service as they see fit, i.e., the kilowatt per hour price.
    FERC (Federal Energy Regulatory Commission) had to intervene as to whether this adjustment to rates was in compliance with their rules. To which FERC replied " Based on the record before us, we find that the Northern Maine Renewables Act is ambiguous as to the obligations of the transmission and distribution utilities that would be taking service over the selected transmission project. " Oh, that terrifying word "Ambiguous"
   Whenever a government process is kept in secrecy and is termed ambiguous, you know they ARE NOT here to help!! 
   Companies offering proposals under the conditions set forth for these projects have got to love it. No Public Scrutiny (Confidentiality) and NO Specifics of Proposals Necessary (Ambiguity) This is right up Hunter Biden's alley.  
  This is the most disastrous energy proposal since the Wind Act. Every legislator who sat in silence while this thing was "hammered" into passage needs to address their constituents who are wondering how in hell they are going to pay for heat and electricity this winter!
