Dear Interested Person:  
Attached you will find a draft staff analysis for the Canton Mountain Wind project.  This represents the Department’s current analysis of the statutory requirements in the Site Location of Development Act, the Natural Resources Protection Act, and the Wind Energy Act as they pertain to this project.  The Department is providing this document prior to the July 24, 2013 public meeting and intends for this document to be a basis for discussion and questions at that meeting.  
The primary purpose of the July 24 meeting is to gather public feedback on the Department’s draft staff analysis.  The Department’s Commissioner, Patricia Aho, will preside over the meeting and gather public comments.  Other Department staff, including the project manager, Erle Townsend, as well as the Department’s noise and visual consultants will also be in attendance.  
In advance of the July 24 meeting we would like to set a few ground rules:  
1.  Every effort will be made to allow each interested person an opportunity to speak within the allocated time period.  As such, it may be necessary to limit the amount of time each individual has available to speak.  We ask in advance for your understanding in this regard.  
2. All questions and comments should be directed to the Department.  If you have questions that you believe the applicant failed to address or that they should address in more detail in their application, please make the request to the Department.  Provided the areas of concern are relevant to a permitting criteria, the project manager will follow-up with the applicant to ensure that all necessary and appropriate information is in the Department record.  
3. The Department requests that any questions asked by interested persons be provided to the project manager in writing at the public meeting after the interested person finishes speaking, or as soon as possible after the meeting.  This will help to ensure that each question is specifically addressed prior to the issuance of any final permit decision by the Department.  If interested persons wish to provide written comments in addition to questions, they may do so at their discretion.

The Department welcomes your participation at the public meeting.  All comments received at the meeting and throughout the application process will be carefully considered during our review of the Canton Mountain Wind project applications.

NOTICE OF PUBLIC MEETING Please take notice that the Maine Department of Environmental Protection (Department) will hold a public meeting at the Canton Fire Station, Route 108, Canton, Maine on Wednesday, July 24, 2013 from 5:00 p.m. to 8:00 p.m. The purpose of the meeting is to allow the Department to hear the publics comments and concerns regarding the draft staff analysis of the proposed Canton Mountain Wind project. Canton Mountain Wind, LLC, (applicant) filed a Site Location of Development permit application and a Natural Resources Protection Act permit application with the Department on January 13, 2012, pursuant to the provisions of 38 M.R.S. 481-490 and 38 M.R.S. 480-A et seq., respectively, and regulations thereunder and is also seeking a Section 401 Water Quality Certification pursuant to 33 U.S.C. 1341. The applicant is seeking approval from the Department to construct an eight-turbine, up to 24- megawatt wind energy development in Canton. The project will include a 34.5 kV electrical collector system, an Operations and Maintenance building, road upgrades, and approximately 10,600 feet of new roads. The applications and the draft analysis are available for review at the Department's regional office in Augusta during normal working hours. Additionally, the applications are available for review at the Canton municipal offices. A copy of the draft staff analysis can also be found on the Departments website at: http://www.maine.gov/ dep/land/sitelaw/ selected-developments/ index.html. The Department requests that any questions asked by the public be provided in writing at the meeting to ensure that each question is specifically addressed by the Department prior to issuance of a licensing decision. I have no idea how you get the DEP to hold a public hearing.  They wouldn't do it for the Saddleback project and there were hundreds of people who wanted one.  They're building that project right on Mt Blue State Park's doorstep.  That project is a travesty to the park and to the people of Maine.  Perhaps sending a petition to the governor himself, asking for a public hearing???  Begging????  A public hearing is the only way to cut through all the Patriot Renewable Propaganda.
