This  is the mission statement  of the PUC:

The PUC’s “mission statement” is, essentially, the statute that created the PUC and which defines its duties and responsibilities – Title 35-A of the Maine statutes.  If there is any one section of that statute that is a “mission statement” I guess it would be Section 101:

  • §101. Statement of purpose

The purpose of this Title is to ensure that there is a regulatory system for public utilities in the State that is consistent with the public interest and with other requirements of law and to provide for reasonable licensing requirements for competitive electricity providers. The basic purpose of this regulatory system is to ensure safe, reasonable and adequate service and to ensure that the rates of public utilities are just and reasonable to customers and public utilities(end of text).

When in April 2012, David Littell  and Tom Welch voted  in favor of the First Wind/Emera deal, a  deal vehemently rejected by Maine Public advocate Eric Bryant , they seemed not to have their mission statement in mind . The day after the vote , Tom Welch would tell Tom Porter from MPBN how this decision" would open thousands of jobs " ,,,,,,not a part of the PUC mission statement but that never bothered the Maine Legislature.

At a time that PUC nominee Bruce Williamson has been stalled by the EUT, with co-chair Mark Dion describing a "crisis of confidence" surrounding the PUC, maybe this is an opportune time to shine a light on the PUC's Kurt Adams era, arguably a crisis of confidence gaming. (Kurt Adams, the man who lobbied for the Maine Power Reliability Project (MPRP), the $1.5 billion ratepayer-funded gift to his future employer First Wind).

The new PUC simply needs to look back at costs and benefits and they will quickly begin encountering anomalies that should trigger a full blown investigation of the wind industry in Maine.
