Here is a little nugget from the Maine Department of Energy Resources copied from their report:
"Maine Energy Profile"
Maine Energy Profile | Maine Department of Energy Resources
"Maine’s total in-state electricity generation has increased from approximately 12 million MWh in 2015 to nearly 15 million MWh in 2024, as shown in Figure 2. The use of natural gas to produce electricity in Maine more than doubled from roughly 3 million MWh in 2015 to over 6 million MWh in 2024."
So, all the millions of dollars that Maine people have paid for Net Energy Billing, Renewable Energy Portfolio increases, Efficiency Maine Trust heat pump rebates, Long Term Renewable Energy Project Contracts, Regional Greenhouse Gas Emissions, Low Income Assisstance Handouts which was supposed to get fossil fuels out of Maine electrical generation, only doubled natural gas-fired generation. Thank You, Angus King and Joe Baldacci and all the other legislative fools who misled us.
Why isn't this news reported in Maine's newspapers and tv stations?

Ok, I have looked up numbers, according to RGGI:
In 2010 Maine electric plants emitted 3,900,000 tons of CO2
In 2024 Maine electric plants emitted 2,600,000 tons of CO2
In 2010 Maine had 846 megawatt capacity oil plants
in 2024 Maine had 746 megawatt capacity oil plants
So, yes, between 2010 and 2024, natural gas plant production replaced oil plant production which reduced CO2 emissions.
Whether the amount of CO2 in the atmoshpere relates to cleaner air is arguable as Willem Post has related to us.
Now, according to the EIA:
Maine plants(gas & oil) emitted 1,600,000 tons of CO2 in 2023
Maine plants(gas & oil) emitted 3,200,000 tons of CO2 in 2024, a discrepancy of 600,000 tons to RGGI numbers. Maine plants purchased 2,051,959 allowances in 2024, 1 allowance = 1 ton of CO2
Maine plants(Gas & oil) emitted 3,900,000 tons of CO2 in 2010
Note: RGGI uses 3 year totals to evaluate compliance to RGGI CO2 allowances
NECEC will no doubt lower production and CO2 emissions from Maine Gas and Oil plants going forward, which may be why Maine's gas and oil plants cranked up production in 2024. Time will tell, because some say the overall hydro imports from Canada will remain at past amounts as NECEC production will simply replace other production before NECEC.
Would it be fair to say that this increased gas generation is directly responsible for making Maine's air far cleaner and, if you're counting CO2, directly responsible far less CO2 emissions?

(excerpts) From Part 1 – On Maine’s Wind Law “Once the committee passed the wind energy bill on to the full House and Senate, lawmakers there didn’t even debate it. They passed it unanimously and with no discussion. House Majority Leader Hannah Pingree, a Democrat from North Haven, says legislators probably didn’t know how many turbines would be constructed in Maine if the law’s goals were met." . – Maine Center for Public Interest Reporting, August 2010 https://www.pinetreewatchdog.org/wind-power-bandwagon-hits-bumps-in-the-road-3/From Part 2 – On Wind and Oil Yet using wind energy doesn’t lower dependence on imported foreign oil. That’s because the majority of imported oil in Maine is used for heating and transportation. And switching our dependence from foreign oil to Maine-produced electricity isn’t likely to happen very soon, says Bartlett. “Right now, people can’t switch to electric cars and heating – if they did, we’d be in trouble.” So was one of the fundamental premises of the task force false, or at least misleading?" https://www.pinetreewatchdog.org/wind-swept-task-force-set-the-rules/From Part 3 – On Wind-Required New Transmission Lines Finally, the building of enormous, high-voltage transmission lines that the regional electricity system operator says are required to move substantial amounts of wind power to markets south of Maine was never even discussed by the task force – an omission that Mills said will come to haunt the state.“If you try to put 2,500 or 3,000 megawatts in northern or eastern Maine – oh, my god, try to build the transmission!” said Mills. “It’s not just the towers, it’s the lines – that’s when I begin to think that the goal is a little farfetched.” https://www.pinetreewatchdog.org/flaws-in-bill-like-skating-with-dull-skates/
