Very briefly, environmentalists, primarily bird conservation groups have expanded the 1918 migratory bird law which makes it illegal to "pursue, hunt, take, capture [or] kill" any of more than 1,000 covered bird species, but courts have disagreed over whether such actions need to be intentional.

I've been researching out the dynamics of the solar farm craze in Maine and applying it to similar projects involving restored hydropower running micro grids.

Sure sounds like a viable case to me. Doesn't cost that much to file a lawsuit; so why haven't you done it? This would be the perfect time; in fact, probably the only time it really makes sense ....SO JUST DO IT!
Sometimes if a cause is righteous, you have to lead the way and endless posting is wasted, so just find a lawyer or head to the law court and file the suit yourself...the clerk will help you. Ask Crocker if he will review the filing.

Most of you have never fully appreciated the value of forests in cleansing the atmosphere of CO2, removing other pollutants, returning oxygen to the atmosphere and providing a full range of environmental benefits.
In an urban forest where tree cover is 22.1% there was an estimated 283,000 trees. 60% were less than 6" in diameter. These are far smaller that in a rural forest with it's large biomass.

As some of you know, I've raised the issue before the PUC and DEP of considering the environmental impact on CO2 and air pollution reduction from clear cutting forests and other bio-mass from these sites using iTREE software.

I spent yesterday afternoon in the State House researching out hydropower. With the help of a legislative reference librarian I got 18 pp. of energy related bills and two critical documents inventorying small hydropower sites in Maine.
