A Showdown: US DOE Versus RGGI

Who wins this showdown determines if the Democrat's affordability issue is  real or fake. RGGI wants to reduce carbon dioxide emissions from power plants. The U S Department of Energy wants electricity to flow without roadblocks from carbon dioxide restrictions.

Something has to give. 
Natural gas plants which supply New England with 50% of its electricity will be forced to retire if RGGI continues.
