This map, from the petition filed by TransCanada with LURC, shows the 613-acre area the company would like added to the state’s expedited permitting zone. Red represents the existing zone, green represents the section TransCanada is petitioning to add into the zone. Although the proposed 15-turbine expansion to the Kibby project originally stretched partially through the green area, the company has amended their proposal and now wants to build turbines within the red area.

First of all, I have worked in this area rebuilding Rt 27 from Eustis to the Canadian border. The weather there is vicious, the terrain is rough, the soils are of highly erodible nature with boulders the size of buildings. I often stated this part of Maine should be sold to the Canadians, but now, I guess, it is.
On the other hand, if you are not one of us who had to battle the elements day in and day out to complete the project, this is undoubtedly one of the most beautiful places in Maine.
Two events that occurred while working there will remain in my mind for as long as I live. One was Mikey the deer. He would spend all day wandering up to the flaggers, nudging them, rather rudely, I might add, for a snack. He was a pest and a buddy.
The second event was more of an event that didn't occur. The state DOT wanted us to widen a portion of road into the base of a mountain, which is the mountain just north of Sisk Mountain. It seems maintenance was getting sick of picking up rocks which had tumbled from the slopes onto the highway. For us to widen the road, it meant a vertical cut of 12 feet in and 20 feet upslope upon the mountain. The soils were of a loose nature and once the excavator bucket cleared the excavation, a good portion of soil would break loose from the slope. I wondered if this would stop before we had the whole side of the mountain upon us. I gazed up to an area above the excavator and spotted the largest boulder I had ever seen, lying mostly above the ground surface. I also recognized the trees in front of it stood in a peculiar fashion, straight out horizontally rather than vertical. I pointed out this phenomenon to the excavator operator and we surmised this boulder must be creeping downslope over time. Not wanting an event where we would have the flattest excavator there ever was, we stopped right then and there and summoned the people in charge. Needless to say, the road did not get widened at that spot. Maintenance will have to continue picking up fallen rocks and someday a boulder to beat all boulders.
