The last bill, I believe is to prevent out of state telemarketers or foreign telemarketers from using Your phone number to enact their fraud as if they were one of your neighbors or living within your community communicating at times what seems to be important information in hopes to get people to respond. Some of these can cause you to incur charges if you respond to the call. 

I have contacted phone companies and our cable company who offer VOIP services, and they are aware of this fraudulent use of phone numbers, however, there are no current Maine laws to prohibit this activity.

If you receive these types of calls, do not respond, and if possible call the persons phone # and notify them that their number is being used, so they may lodge a complaint with their phone service provider. Though it will not provide satisfaction currently, the complaints will have been recorded. (hopefully)
