      (hereinafter, the RFP)

Dear Evaluation Team and Independent Evaluator:

By this letter, the undersigned representatives of Hydro Renewable Enerry Inc., an affiliate of
Hydro Quebec (HRE), Gaz Métro Limited Partnership (Gaz Métro), Boralex Inc. (Boralex),
(collectively Gaz Metro and Boralex are referred to as the Wind Developer) and Central Maine
Power Company (CMP) hereby submit a joint bid, as described in more detail below, for Clean
Energy Generation from Incremental Hydropower Generation and New Class I RPS Eligible
Resources with Class I RECs and Environmental Attributes via Long Term Contract with a
Transmission Project under a FERC Tariff under RFP Section 2.2.1.3(iv) (the Proposal). HRE,
the Wind Developer and CMP are collectively referred to as the Joint Bidders.

It is encouraged that citizens start a letter writing campaign and write letters to each of them explaining the broad opposition to the proposed projects bid in Maine. If someone wrote a letter and posted it, then many could download and mail.
