I believe you hit the Nail on the Head - LI - though they can generate, they can not in their own transmission coverage areas currently. LD 1513 is or will be designed when amended either to deny or permit them, though given the mood of the legislature I think the latter will be the outcome no matter the vote of ought or ought not to pass. A review of the current reasoning of why these new line expansion proposals are before us is also in order given the mid west and western states seem to build upward to expand, not outward. They seem to be able to utilize their current existing ROW's for such expansion while in Maine it seems to be more for land acquisition serving the needs of Canada and southern New England with Maine as an Energy Farm or an umbilical between the two.

Rep. Dion's bill LD 1513 will create a loophole so companies like Iberdrola (where ex-Gov Baldacci is Vice Chair of their newly formed Avangrid affiliate) will be able to own wind projects. Presently a transmission company cannot be in the wind business. That is about to change unless the handmaidens of the special interests can be stopped in their tracks. Baldacci committed himself to this in September 2009 upon his return from a trip to Europe where he met (as Governor) with Iberdrola. It has been written that Iberdrola hosted that trip. How big of them.

LD 1513 seems to allow someone like Iberdrola to set up "conflict companies" (like Avangrid), calling them "affiliates", thinking we the people are so stupid that we'd think they wouldn't work with each other to their mutual benefit. Even without conspiring with each other, they'd both inherently know how to get things done to fatten their own wallets at the expense of ratepayers, etc. These so called firewalls are an insult to Mainers' intelligence.

Iberdrola and Avangrid have the same Chairman: Ignacio Galan.

How stupid are they to think we don't see through this bald faced loophole creation to benefit the billionaires?

They voted Ought not to Pass on LD 1315......... They voted to Table LD 1513 pending better clarification on the amendment that we received a few days ago.

Can you clarify for me. I think they voted to table 1513, but I'm not sure what they did on 1315.
