Indeed, letting the Fox tend the Chicken Coop , but wind plays by its rules unless their hands are held on the coals, by "We the People".

I notice that they use the word presented by, rather than the old term, Sponsored by. Is the Sponsor trying to hide any culperability should the bill become unpopular or have an unforeseen negative impact?

Presented as if they had no part in yet another scheme?
