Energy pipeline which flows south only??? Northern pass is 'iffy' but Canada is pushing hard to make it happen....very attractive rates and contract terms from Hydro Quebec.

I should, but might, compile a map of restoring municipal power generating plants and revitalizing local grids to distribute the power. If solar farmers can do it, why not local government?  Draft legislation to be promoted at the local level in towns with access or ownership of dams and waterfront?

The Fed. is pushing hard on hydropower, so there might be money to do the preparatory studies building one the hydropower report of accessible power...54 MW.

The CMP proposed project to Lewiston then south to Southern New England would only serve to Parallel the NH Northern Pass and create an Alternate Route should the Northern Pass fail. 

This is the only apparent Grid Reliability upgrade unless one of those 345kv lines ties somewhere to the current Maine infrastructure.

Note that the CMP proposal and the MEPCO proposal are not yet mapped.
