This bill is an attempt to kiss ass to appease the two component stand-off on solar. Those who want it installed or are the installers claim success depends on other people's money and once solar takes hold, it will stand on it's own. The other side, composed completely of the" other people", see it as robbery due to overcharges on their electric bill.
The solar fraction will cry the bill is not enough. The "other people" will mostly be at work or distrust their voice will be heard or consider it too much money and time to drive to Augusta to argue against another pick, pick, pick into their pockets.
Solar has it's place but it's not in the grid. It's incompatible with demand. It's minimal contribution and maximum cost makes no economic sense except for those pocketing other people's money. Go solar if you want and if you believe it is a better bet than buying CMP, just keep in on site.
Those who kiss ass have no balls.
This bill opens the 2018 version of the Augusta Feed-In Trough .
