PURPOSE AND DESCRIPTION OF THE DRAFT REQUEST FOR PROPOSALS The Draft RFP is offered as a vehicle to inform potential bidders as to how the Commission will conduct a solicitation for proposals for a Clean Hydrogen Facility and allow the Commission to determine the amount of interest in such a solicitation.
Indications of Interest will be kept confidential in accordance with Protective Order No. 1 issued in this docket. Indications of Interest should include: (1) the location of the Clean Hydrogen Facility a bidder intends to propose; (2) a description of the Clean Hydrogen Facility and how it will meet the requirements of 35-A M.R.S. s. 123; (3) the off-taker and the enduse of the hydrogen produced by the facility; and (4) why a special rate contract with a T&D utility would be necessary to make the development of the qualifying Clean Hydrogen Facility viable and cost-effective, and the necessary terms of such a contract.
This one ends with a thud:
"The Commission has received no proposals for a Clean Hydrogen Facility pursuant to 35-A M.R.S. § 123. Accordingly, this procurement is closed. Dated at Hallowell, Maine, this 29th day of May 2026."
