ISO-NE Under the Direction of NESCOE is like Parents Taking Commands From Their 2 Year Old Toddlers

NESCOE, New England States Committee on Electricity, is an interesting and obscure group. It consists of a management group, effectively, one vote per state, appointed by governors and claims to be "a not‐for‐profit entity organized under state and federal laws to coordinate and advance the collective perspective of the New England states."  Five of the six New England States have democrat governors with a " collective perspective " that promotes intermittent resources like wind and solar. 
 
On the other hand, ISO-NE is self-described as "the independent, nonprofit corporation responsible for keeping electricity flowing across the six New England states and ensuring that the region has reliable, competitively priced wholesale electricity today and into the future."
 
So, how did NESCOE and ISO-NE form a relationship?  ISO-NE has many committees and sub-committees but NESCOE isn't listed as one, at least not on their website. 
 
How did NESCOE convince ISO-NE to solicit bids to rebuild a transmission line from Pittsfield, Maine to the Maine/New Hampshire border, a $2,4 billion dollar project. It is worth noting that both of these agencies have concealed their intentions and a firewall exists to keep the public questioning their plans at bay. ISO-NE states this project proceeded "At the direction of NESCOE, ISO issued a request for proposals (RFP) in March"   (ISO New England Update   Consumer Liaison Group Meeting   MARCH 25, 2026)
So, even though NESCOE is vacant from the normal ISO-NE management structure, it seems to be an authority "directing" their actions. 
But, now, the New England Governors have pledged to advance nuclear power projects in their respective states, an electricity generating resource, producing 24/7/365 which is  completely 180 degrees from wind, an intermittent producer. How can ISO-NE rationalize this? How do the Governors rationalize this masquerade? 
Are the ratepayers of New England expected to absorb the exorbitant expense of creating a $2.4 billion dollar path for frickle wind as well as prepare a path for nuclear?
ISO-NE needs to re-examine their relationship with NESCOE, and reject this bum steer. NESCOE has wiped out any semblance they may have had to relevance.
