it will direct investor owned transmission & distribution utilities (T&D Utilities) to enter into one or more contracts for energy and/or RECs for a total amount equal to 5% of the retail electricity sales in this State for the period from January 1, 2023 to December 31, 2023, or 566,800 MWh
To participate, a project must meet the eligibility requirements contained in the Act. Specifically, a project must:
1. Be an eligible Class IA resource, as defined in section 3210, subsection 2, paragraph A-3; and 2. Have begun commercial operation on or before June 30, 2019
