SUMMARY
This bill authorizes municipalities and groups of municipalities to establish community choice aggregation programs. Under a community choice aggregation program with a plan approved by the Public Utilities Commission, eligible customers are automatically enrolled in the community choice aggregation program unless they choose to opt out.The bill establishes requirements for customer notifications and protections and directs the commission to adopt rules for community choice aggregation program authorization, standardized opt-out procedures and consumer safeguards. The bill also requires electric distribution utilities to implement a purchase of receivables program requiring utilities to purchase community choice aggregation program receivables at a discount rate approved by the commission, consolidate billing, assume collection
What Is CCA? Community Choice Aggregation
CCA—also known as municipal aggregation—programs allow local governments to procure power on behalf of their residents, businesses, and municipal accounts from an alternative supplier while still receiving transmission and distribution service from their existing utility provider. CCAs are an attractive option for communities that want more local control over their electricity sources, more green power than is offered by the default utility, and/or lower electricity prices. By aggregating demand, communities gain leverage to negotiate better rates with competitive suppliers and choose greener power sources.
