LD 32An Act to Repeal the Laws Regarding Net Energy Billing looms large in the upcoming Maine Legislative session this year. Originally debated in a public hearing February 6, 2025, it has survived several work sessions and is being carried over to the next session intact with no amendments.
It should be given another Public Hearing as Maine People have awakened to the enormous costs that Net Energy Billing has been to them.
An attempt to reign in NEB costs with LD1777 has generated a lawsuit against the people by 111 community solar project owners, represented by just 11 companies.
These project owners know their projects are hurting Maine People in the pocketbook. If they didn’t, they wouldn’t be offering 10% -15% electric billing reductions if you sign up with them. The 10%-15% offer allows them to retain 85%-90% of revenues from NEB.
For those who did sign up with them, they are issuing a warning:“Tens of thousands of Maine households and institutions currently save 10–20% on their electricity bills through community solar. LD 1777 would jeopardize those savings by imposing charges many projects can’t absorb,”
If it sounds to be too good to be true, it probably isn’t true.

These developers, ( mostly from out of state ) are weakened by LD 1777. It is time to exterminate their projects with LD 32.
