Willem, federal subsidies are always in play. The utility agreement is the key. It locks a fixed or escalating price to the project in which the utility gambles with the ratepayer's money against the wholesale price, which, in turn, is escalating with the more renewables flooding the market. The utilities are always convinced the wholesale price will eventually exceed the contracted project prices. They are playing with fire as ISO-NE is warning of blackouts with the lack of available, reliable resources. This RFP could be Energy Armageddon or Maine's march to energy independence from the ISO-NE.

"The EDCs Electric Distribution Companies) said in testimony that, "Each of the Distribution Companies intends to sell the clean energy procured through the proposed PPA through the ISO-NE spot market. The difference between the spot market revenues and the contract costs will be credited to or charged to each Distribution Company’s distribution customers.

Dan,

If they can, why are they not doing it?

They would need to sell their electricity at a higher price, which would be bad optics

Are they waiting for the government/taxpayer/ratepayer to pay for it, so they can sell at a lower price, and claim they are soooo competitive?

They can Willem. It's called an Elective Transmission Upgrade. The renewable system owners can negotiate with any utility(s) to create an agreement. Maine customers do not have to be exposed to the Big Lie nor purchase any of the product.

The owners of wind systems should get together and finance and build their own connections to the ISO-NE grid, instead of sucking off the PUBLIC PURSE.
