Putting the owners and operators of these industrial facilities in charge of monitoring and reporting to authorities what their machines kill guarantees the counts will be practically nil.  Remember the turbine fire at Kibby that was reported as an oil spill?  This is a highly corrupt industry.

I found this information on the National Eagle Repository.

The Eagle Repository is a one of a kind facility, operated and managed by the Office of Law Enforcement, U.S. Fish and Wildlife Service. The main purpose is to receive, evaluate, store and distribute dead golden and bald eagles, parts and feathers to Native Americans and Alaska Natives who are enrolled members of federally recognized tribes throughout the United States. Also, to develop and provide educational programs regarding wildlife trade, wildlife laws, raptors and the Native American eagle feather program.

Obama signed the law that gave Owners of wind turbines a license to kill eagles

These Owners send some of them to the REPOSITORY 

The rest get eaten by the local wild life, which gathers near the wind turbines to feast on the eagles

All this has been known for at least a decade or more
