Does your legislator know these facts?

ISO-NE has an Open Access Transmission Tariff (OATT) which means as the grid operator it has to allow any and all types of resource generation to feed into the New England Grid, even if it is intermittent, dilute, garbage generation, etc. If there is room on the transmission system, every form of electricity is allowed.

ISO-NE allowed this because they thought an open, competitively bid pricing market would sort out the bad from the good. But, our fuckhead legislators invented the power purchase agreements to circumvent the market, added incentives to their favored generation resources ( wind and solar) and knowingly screwed the ratepayers along the way.

PPAs often are agreements between the VT-DPS and VT PUC and the utility on one side and the owners of heavily subsidized wind and solar projects.

One of these subsidies is a 20 year PPA contract to sell the entire production to the utility at a price high enough, so the owner has at least a 9%/y net return on his investment during those 20 years, all as determined by spreadsheets, which are NEVER made public

The owner has absolutely no risk due to market forces. He gets his money regardless.

The subsidies of the wind and solar are front-loaded, as is traditional with tax shelters, so an owner collects almost all benefits in the first 5 years, curtesy of Wall Street lobbyists whispering into the ears of US Senators, to help their families and friends, and, no surprise, screw everyone else.

Power Purchase Agreements initiated in the legislative sessions which mandate the PUC to arrange contracts between CMP and Versant have all had prices about the wholesale market price. The contracts allow the investor-owned utilities to charge their ratepayers the difference between the contracted price and the wholesale price, which they do at a cost to the rate base in millions of dollars.

"Power Purchase Agreements" (PPA) are not inherently bad. They are commonplace and can be beneficial to consumers.  

But MANDATED PPAs to most-favored fad generators?  Antithetical to competition. 

The legislators have for years mandated that the PUC bids-out and enters-into PPAs with their pet wind and solar developers. 

Subsidies are one head on the government-spawned Amphisbaena. Mandates are the other head. 

In answer to your (rhetorical) closing question: no, and they don't want to know, and they wouldn't understand even if they did know. 

Legislators should stick to fixing pot holes, funding schools, cops, etc.
