<p>#3 establish local micro grids using excess generated electricity for locations that are unable to generate. Net Metering to track the flow from generators or to users on the microgrid. </p>
<p>#4 levy an Industrial Use tax upon lands owned, leased, or in use by means of ROW, to be paid by the holder of record in lieu of the lessee or conveyor of ROW. With Multiple taxations for Multiple use Corridors. (one time payments to owners and tax depreciation to communities unacceptable) </p>
<p>#5 Vacate corporate control over ROW's unused for more than 2 years, requiring updated DEP and other agency requirements to be adhered to and be applicable for any renegotiation.</p>
<p>#6 Each community should establish Ordinances that can not be repealed or modified from above but only by communities such as RBO's that receive authority directly from the Constitutions of the U.S. and the State of Maine. (RBO's do not have to prohibit, but do require that the community be consulted first instead of last, thus better meeting community needs over being told what has been approved from above.) </p>
<p>#7 Require that a Pre Export, Pre Pass through condition be met, in that "all" efforts to reduce demand and maximize self-reliant production be satisfied prior to seeking encroachment permissions from community(ies)/state(s) outside the requesting sovereign state(s) </p>

Beware the distraction that this is about Canadian hydro. Believe in that and be prepared to be wildly disappointed when the 25-30 projects go up in Maine. <p>But more seriously, work to eliminate all national & state financial incentives, tax breaks, etc...etc...it has to hit the pocket books and value to any potential investors...also reduce permitting "short cuts"...that will also effect economics.</p>
