Staff TSA., Northern Maine Renewable Energy Development Program Update

It looks like the "Transmission Service Agreement" offered by LS Power and examined by the PUC has hit a snag with both CMP and Versant rejecting the offer.
So, the PUC has come up with its own "Transmission Service Agreement" ( Staff TSA" ) to try to dislodge the stalemate.
Supposedly, LS Power was to respond by November 10th on the staff TSA, but no filing of such response appears in the case…

The RGGI Carbon Tax Has Tripled Since 2016.

Despite the fact that the carbon tax applied to fossil fuel generation has tripled in the last 7 years, Natural Gas-fired generation is 4% above the average electrical production since the inception of RGGI.

The PUC calculated that RGGI costs added 0.2 cents per kilowatt hour to ratepayer bills in 2016 and this year is 0.58 cents per kilowatt hour or $2.91 per month per 500 kilowatt hours consumed.
