Yet Governor Peter Shumlin vetoed the bill and then pushed through a more industry-friendly bill because he felt the reference to wind turbine sound levels could jeopardize new wind energy installations! He had no empathy for Vermonters suffering from turbine-induced sleep deprivation who had pleaded their cases to the House energy committee, chaired by Rep. Tony Klein (D-E. Montpelier and a former renewable energy lobbyist) and co-chaired by Kesha Ram (D-Burlington). </p>

Incidental take permits will be issued for protected species at a level never seen before. Politics, not science, will drive permit approvals as the emphasis shifts to operational mitigation. After a project is built, there may be a year or two of post-construction monitoring after which people will move on but the harms will continue.</p>
<p>How do we know this? Because it’s been happening for two decades. Under Schumer-Manchin we will see more of the same but at an accelerated level involving highly conflicted lands.</p>
<p>Development patterns for the last few years inform how much wind and solar is likely to be built over the next decade. The wind industry managed to install 61,000 new megawatts (MW), or roughly 30 thousand turbines, during the period when the PTC was phasing down. Under a full PTC/ITC regime, an unlimited timeframe to build within, and an industry that will weaponized Schumer-Manchin to force approval of its projects, we could easily see a doubling of the current wind capacity bringing the total to nearly 280,000 MW by 2032."</p>

<p>Now, like Maine, Vermont has suffered tremendous economic dislocation from the pandemic - 24,000 jobs have been lost and many surviving businesses cannot find help. Vermont has seen massive increases in mental health problems, suicide and drug overdoses and the winter has been just that - months of freezing cold and snow. Inflation and scarcity are affecting everyone. </p>
<p>Not one word in his introduction reflects Vermont reality and in his column one will see the unfolding of a new narrative blending social and racial justice with climate change paranoia. The talking points are widening beyond climate, maybe because Vermont being so cold folks have lost interest in global warming, so a new layer of guilt had to be introduced to justify the "control the climate" agenda.</p>
<p>This is relevant to the battle whether you live in Maine, Vermont or anywhere else where zero carbon policies will destabilize the grid and impoverish society.</p>

<p>Its decline has been swift and brutal, taking some of the most legendary names in finance with it.</p>
<p>The stock that was once a hedge fund darling has turned into Wall Street's nightmare.</p>
<p>A company that was once worth more than $10 billion is now valued at $150 million, with close to $8 billion in long-term debt.</p>

He was a founding member and co-chair of the Citizen’s Task Force on Wind Power in Maine. In 2011 he helped initiate a successful citizens petition to create a special section in Maine’s noise regulations to address wind turbine noise.</em></p>
<p><span class="dropcap">A</span>s the Legislature considers the recommendations of the Solar Siting Task Force, which was established in response to increasing citizens opposition to the wildfire-like spread of solar arrays, an important aspect of Vermont’s solar policy is being completely ignored — the Ponzi scheme of subsidies that props up this industry. If the Legislature would focus on who’s paying for all these solar panels and how much it is costing us, it would become obvious that solar panels are a waste of taxpayers’ and ratepayers’ money for the environmental benefits achieved.</p>
<p>In an effort to unravel the Gordian knot of solar project economics and legal jargon, I came across a pro-solar website that lists the incentives for solar on a state by state basis, and grades states according to the generosity of their subsidies. Not surprisingly Vermont gets high marks. The solar proponents at <a target="_blank" href="http://www.solarpowerrocks.com/vermont/">Solar Power Rocks</a> claim a 9.9 percent internal rate of return over the projected 25-year life of a typical 5-kW (5 kilowatt) residential solar project, which costs about $20,000 to install. “The internal rate of return for this investment is an amazing 9.9%.”</p>

<p>SunEdison, which bills itself as the world’s largest green energy company, may soon file for bankruptcy protection, according to a recent Securities and Exchange Commission filing, as the company faces “liquidity difficulties” despite getting millions in government subsidies.</p>
<p><a href="http://www.sec.gov/Archives/edgar/data/1620702/000156761916002097/s001258x1_8k.htm">An SEC filing from TerraForm Global</a>, a unit of SunEdison, claims “due to SunEdison’s liquidity difficulties, there is a substantial risk that SunEdison will soon seek bankruptcy protection.” Both SunEdison and TerraForm are delaying the filing of their annual financial report to the SEC.</p>

<p><span style="color: #ff0000; font-family: georgia, palatino;" class="font-size-3">The importance of the protection of ratepayers and the danger of overpriced utilities is obvious, so the establishment of a monopoly in transmission and generation must be avoided . </span></p>

<h1>Power surge | Spanish utility giant Iberdrola makes inroads into Maine with its planned $4.5 billion acquisition of Energy East</h1>

When the merger of Central Maine Power's parent company, Energy East, and Spanish utility Iberdrola was announced June 26, it was accompanied by a deluge of news coverage in the national and international financial press. Since Iberdrola acquired Scottish Power for $23 billion last spring, the cash-rich company was widely expected to make a move into the American market, and that move came in the form of a friendly $4.5 billion acquisition for Energy East. Iberdrola would pay a 20% premium for Energy East shares, or $28.60 a share based on the stock's recent closing price.</div>

<div id="post_content" class="story-text p402_premium"><p>PORTLAND, Maine — The legislative committee handling energy policy has recommended the state leave it to regulators and the courts to decide whether affiliates of Maine electric utilities can own power generation within the state.</p>

<p>The Legislature’s Energy, Utilities and Technology Committee effectively killed<a class="c2" href="https://www.google.com/url?q=http://www.mainelegislature.org/legis/bills/getPDF.asp?paper%3DHP1036%26item%3D1%26snum%3D127&sa=D&ust=1457652505244000&usg=AFQjCNFMOSVtnM5UtM5yBxb5pi3WB297IQ" target="_blank" rel="nofollow">LD 1513</a> on Thursday, voting unanimously to recommend against the bill’s passage, with four committee members absent.</p>
<p>Rep. Mark Dion, D-Portland, who sponsored the bill, recommended that the committee vote against it and let pending court cases clarify under what circumstances, if any, sister companies of Maine’s two major electric companies can have any interest in power generation resources.</p>

Many of us who have been involved in fighting the nightmare of the Expedited Wind Law put in place by John Baldacci can hardly believe that Chairman Dion could actually sponsor LD 1513 without feeling any form of sense of abuse and mistreatment of the people of Maine. </div>

<div>The Wind Act was voted on false promises and lies and has created immense pain to Maine residents for years and has destroyed large areas of Maine's natural heritage with absurdly incompatible industrial behemoths on more than 75 miles of her ridges. The currently under construction Bingham Wind Project alone will consume 25 miles of scenic ridges in the western mountains.</div>

<div>LD 1513 would finish what had been omitted in LD 2283, that is to reverse 18 years of deregulation, A SYSTEM PUT IN PLACE TO PROTECT RATEPAYERS, in order to satisfy Iberdrola / CMP and assure de facto a MONOPOLY on this Spanish company over the use of Maine ridges.</div>

<div>All this under the guidance of John Baldacci who instead should apologize for the immense deceit he imposed on Maine people by forcing into law in 2008 a sweeping destruction of our state without ANY reason but financial greed for all parties involved in the development of wind power.</div>

<div>PLEASE kill LD1513 unanimously. The arguments against it have been ably demonstrated today by witnesses O'Neil, Smith, Buxton, Stone, Clark and Ahearn (I listened to the work session). This the LEAST you can do to repair the shame done to the people of Maine and to its natural resources.</div>

<div>Then when you have done that, PLEASE review The OEIS report written in 2012 under the guidance of Steve Ward and start addressing the many recommendations included in this lengthy report written for YOU the EUT committee which took a year to compose and which was the result of hundreds of citizen testimonies against LD 2283 in the 2011 session and WHICH HAS NEVER BEEN DISCUSSED BY THE EUT committee. </div>

<div>The collusion between Maine politicians and the Wind industry in 2008 has been thoroughly exposed. Current members of the EUT are blameless in the enactment of the wind law. You are not obligated to defend it. Rather, you should begin the process of undoing it. Maine will become a giant wind turbine plantation if you do not act to alter the course we are on. ISO-NE has forecast as many as 9000 MW of wind power in Maine. At 10 MW per mile this is the equivalent of 900 miles of ridges lined with turbines. NO ONE CAN PREVENT THIS BUT YOU.</div>

<div id="post_content" class="story-text p402_premium"><p>Three dozen protesters huddled in ponchos in cold rain, holding signs denouncing First Wind’s turbine construction project in Lincoln on Nov. 5. While most of us stood legally on the side of the road, five brave people intentionally stood in the road, blocking construction traffic, including an 82-year-old man. The arrests that followed have focused much needed attention on the wind industry’s well-planned assault on our state.</p>
<p>The devastation that will result from this assault, thousands of turbines on ridges throughout the state, comes from collusion among three allies — the wind industry (big companies such as General Electric that builds turbines, transformers, smart meters), powerful politicians like Gov. John Baldacci and former Gov. Angus King and environmental groups whose mission has changed from protecting Maine’s environment to saving the planet from climate change. This threesome managed in four years to reverse 40 years of environment and public health protection.</p>
<p>People opposed to the sacrifice of Maine’s landscape have the deck stacked against them. Laws in place prevent citizens from challenging the economic and environmental assumptions used to justify wind power. The cumulative effects of multiple wind projects are ignored by the agencies responsible for protecting our environment and wildlife habitats.</p>

<p>Dear Members of the Zoning Board of Appeals,</p>
<p>I am submitting this letter for your consideration as you contemplate the matter of whether or not to issue a permit for the wind turbines. In way of introduction I am a psychiatric physician and Falmouth resident since 1970. This year I will have been practicing medical psychiatry for 49(forty nine) years. Consultation/liaison psychiatry has been my focus. This means sorting out diagnostic questions about intertwined medical/psychiatric illnesses, the most difficult diagnostic questions in medicine, whether in a general hospital, locked psychiatric unit or maximum security prison. I will be brief and to the point as I explain why I urge you to deny a permit for the Falmouth wind turbines.</p>

<p>MONTPELIER, Vt. — A critic of Big Renewables in Vermont is free from the threat of criminal prosecution after the attorney general’s office dropped an investigation launched in response to complaints from an anonymous green-energy developer.</p>
<p>Standing before a large crowd, Annette Smith, surrounded by her attorney and victims of green-energy development, thanked supporters and the anonymous developer whose complaints against her backfired when Vermonters rallied to her cause.</p>
<p>“I want to thank the people who brought this complaint to the attorney general’s office,” Smith said to thunderous applause from dozens of people gathered at the Statehouse on Monday.</p>
<p>“I want to thank the attorney general’s office, too, for following up on it and giving me this opportunity to speak to you all and to the people of Vermont to say we can work together to site renewable energy. We don’t have to fight over this, we don’t need lawyers to figure out how to build our energy future together.”</p>
<p>Smith, an environmental activist who helps towns oppose poorly sited solar and wind plants, was the target of a criminal probe for allegedly representing individuals and filing pleadings in Public Service Board proceedings, and for receiving “attorney compensation” for her work. The complainant charged that Smith was guilty of practicing law without a license, an act punishable as criminal contempt of the Vermont State Supreme Court.</p>

<span class="dropcap">A</span>n attorney for Annette Smith has threatened to sue the state attorney general’s office if it doesn’t drop a criminal investigation of the prominent critic of renewable energy projects.<br />
<p></p>
<p>Assistant Attorney General Zachary Chen notified Smith last month in a letter that his office <a href="http://vtdigger.org/2016/01/23/ags-office-investigating-annette-smith-advocate-for-anti-wind/">was investigating her</a>on suspicion of unauthorized practice of law in connection with five cases before the Public Service Board.</p>
<p>Smith’s attorney David Sleigh said in a written response Friday that Vermont has no enforceable grounds for such a proceeding and that in any event his client never presented herself as an attorney or behaved as one.</p>

<p><br/> <br/> When it was launched in 2003, the Chicago Climate Exchange (CCX) became <a href="http://science.howstuffworks.com/chicago-climate-exchange.htm">the world's first carbon-emissions trading company</a>, equipped to regulate all transactions made under <a href="http://www.discoverthenetworks.org/viewSubCategory.asp?id=826">cap-and-trade</a> energy plans designed to restrict and tax greenhouse gas (GHG) emissions produced by U.S. companies.<br/> <br/> The earliest roots of CCX can be traced back to 2000, when Dr. <a href="http://www.discoverthenetworks.org/individualProfile.asp?indid=2467">Richard Sandor</a> – an economist, a research professor at the Northwestern University, and the former head of the Chicago Mercantile Exchange – began to study the feasibility of initiating a cap-and-trade system in the United States. At that time, Sandor owned a firm called Environmental Financial Products (EFP). <a href="http://www.investors.com/NewsAndAnalysis/Article.aspx?id=531731">He also knew</a> Illinois state senator<a href="http://www.discoverthenetworks.org/individualProfile.asp?indid=1511">Barack Obama</a>, who, in addition to his legislative duties, was a board member of the Chicago-based <a href="http://www.discoverthenetworks.org/funderprofile.asp?fndid=5310&category=79">Joyce Foundation</a>, which had long been a major donor to radical environmental groups and causes. In 2001, Obama <a href="http://www.foxnews.com/politics/2009/03/25/obama-years-ago-helped-fund-carbon-program-pushing-congress/">helped steer</a> a <a href="http://www.foxnews.com/politics/2009/03/25/obama-years-ago-helped-fund-carbon-program-pushing-congress/">$347,600</a> Joyce Foundation grant to Sandor's EFP. The foundation's president, Paula DiPerna, <a href="http://www.foxnews.com/politics/2009/03/25/obama-years-ago-helped-fund-carbon-program-pushing-congress/">stated</a> that this grant was intended to “suppor[t] the design of a pilot phase for a carbon dioxide emissions trading market, called the Chicago Climate Exchange.”<br/> <br/> In August 2001, Carlton Bartels, a partner at Cantor Fitzgerald and the chief executive officer of a company named CO2e.com, filed for a patent on the software technology that would eventually equip CCX to properly monitor the trading of residential carbon credits. But before he could secure the patent, Bartels was killed in the 9/11 terrorist attacks on the World Trade Center. His widow subsequently located a buyer for the software technology: Franklin Raines, CEO of <a href="http://www.discoverthenetworks.org/funderprofile.asp?fndid=5197&category=78">Fannie Mae</a>, the mortgage-lending giant whose practice of purchasing risky mortgages from banks – and then bundling and selling them to its investors as mortgage-backed securities – would eventually send the U.S. housing market into steep decine. Raines not only oversaw that practice for six years, but he also manipulated profit-and-loss reports so as to enable himself and other Fannie Mae executives to earn gargantuan bonuses – nearly $100 million for Raines alone – even as the mortgage lender was imploding. Raines would eventually serve as the conduit through which Bartels' software would find its way to CCX.<br/> <br/> In November 2001, Paula DiPerna stepped down from her post as Joyce Foundation president and joined CCX, where she went on to become executive vice president in charge of corporate recruitment and public policy, as well as president of an affiliated company, CCX International.<br/> <br/> In 2002, a second Joyce Foundation grant – for <a href="http://www.foxnews.com/politics/2009/03/25/obama-years-ago-helped-fund-carbon-program-pushing-congress/">$760,100</a> – was used to finance the 2003 “launch” of CCX with its 14 <a href="http://www.freerepublic.com/focus/chat/2086494/posts">founding members</a>, the most prominent of which were such corporate giants as DuPont, the Ford Motor Company, and Motorola.</p>
