Governor Maura Healey announced the activation of the Vineyard Wind 20-year power purchase agreements on April 27, 2026, and celebrated full construction and completion on June 24, 2026.

Vineyard Wind CEO Klaus Skoust Møller admitted in a Massachusetts Superior Court filing that the wind farm continues to produce less than half of its expected power.

Vineyard Wind has withheld over $300 million in payments it technically owes GE Vernova for work already completed.

Vineyard Wind has a cash flow problem because this $300+ million is subject of an active lawsuit.  Vineyard cannot spend it on daily operations, office rent, or other debts. It must sit untouched until the court case is resolved.

In October 2023, the Massachusetts Department of Public Utilities allowed SouthCoast Wind to cancel its struggling wind project and contracts and rebid at a higher price.  When Massachusetts allowed SouthCoast Wind and Commonwealth Wind to scrap their Power Purchase Agreements (PPAs) in 2023, it set a major example that triggered a domino effect across the entire U.S. offshore wind industry.

If Vineyard Wind faces catastrophic financial losses from legal battles, they may argue that their contract is no longer viable. Massachusetts has legally mandated renewable energy goals. They may be forced to renegotiate these contracts at higher prices to keep the project from failing.

Vineyard Wind might ask the state to change the contract and charge more for the electricity. If Vineyard Wind wants out of its signed contract to rebid a higher price, it can point to SouthCoast Wind.

If Vineyard Wind continues financial stress, everyday citizens could see changes in their electric bills.

Ratepayers could pay the additional cost through delivery or distribution charges on electric bills.
