President Joe Biden, in July 2022, visited a brownfield site, the Brayton Point power plant in Somerset, Massachusetts, to announce an offshore wind cable manufacturing plant and climate initiatives and promote the development of offshore wind energy.

In September 2024, Massachusetts Governor Maura Healey announced the selection of 2,678 megawatts of offshore wind power.

After the second election of President Trump in November 2024, Governor Maura Healey doubled down on offshore wind at a meeting in Taunton, stating she had the "secret sauce" for advancing offshore wind.

By February 2025, the increase in gas and electric bills in Massachusetts sparked protests among ratepayers.

Back in 2022, when Governor Maura Healey was the Attorney General, she boasted that she stopped two gas pipelines from reaching Massachusetts. In December 2023, the Healey administration ordered a transition away from natural gas and invested in offshore wind.

Massachusetts recently joined a 17-state offshore wind lawsuit due to be heard in September. The states say President Trump's executive order was illegal because under the "Administrative Procedure Act," it requires public comment and notification.

The states could win the lawsuit, but President Trump will follow the ADA, leaving the executive order in place. Re-filing the lawsuit is a possibility.
