I own a comersial property that uses about 3000gals of oil /yr. My concern is that the price will soon go out of sight and this stay there. This is my plan and I think I would need the opinion of an experienced heating tech or engineer. I would like to set up a hot water storage system using wind power to charge a bank of batteries which will heat the water in a large storage tank. Then the hot water could go through the boiler, and into the baseboard heat, without having to fire up as often. What size wind generator will be necessary? Do you think it will work?

With a 15% capacity ratio and a 180 day heating system, neglecting losses from transferring battery power to heat, it looks like a 200 KW turbine would be required. See costs of such a turbine and storage and transfer system, I believe it means a many, many year payback period.
I am no engineer, but it takes a great deal of energy to heat water.  I don't think that the scheme you propose will work.  Have you considered using a heat pump that collects geothermal heat?  That, I would think, would be a more efficient heat collection system.  I think the idea of having a large heat sink in the form of water is a good idea.  You could use the natural underground aquafer.  That would probably be cheaper than putting in a huge storage tank.  The electricity needed to run the electric motors of this system could be generated by wind turbines, however, you would need a backup electricity supply, either from the grid and/or photoelectric panels and/or water turbines that could harness rainwater resevoired from a roof.  There is also natural gas, a fossil fuel, but with less of a carbon footprint than oil.
