Our newspapers will run a large story if HS students float model turbines in a swimming pool in a wind industry sponsored competition. But taking apart the endless lies of the wind industry has never been of interest to these same media outlets. A sad state of affairs that has to make you wonder what is going on.

The bids are for power at the wind turbine, i.e., the very expensive cost of connecting the wind turbines to offshore substations, and then bringing the power to shore, and connect to the local high voltage grid are not included.
That capital cost and its O&M would be by the taxpayers.
