Patricia Aho is leaving DEP and going to work for Senator Collins.  I, for one, am very disappointed to hear this.  In my view, she has been an excellent administrator, with respect for Maine laws, and also Maine people. She will be very difficult to replace!

Having heard testimony presented to the ENR, several times by her subordinates that are project or division leaders of a subject (however it is relegated), that is twisted, deceiving, or outright lies, through their lack of knowledge or laziness to do the work only relying on the industry figures,  she has at times presented information based on her subordinates "say so". She was chastised for providing more time for public testimony in at least one incident. Though I can not defend her resulting answers, when common sense would dictate questioning results that seemingly always go toward an applicants favor. I have to wonder how much misinformation she has been provided from others in rule creation or has been used by the committees to sway the legislature in law creation that we need to correct. 

When trying to do the "Right" thing, it is hard to make informed decisions when the truth remains inaccessible due to those you trust to gather the correct factual information. It is possible she has found out this betrayal and has decided to step away, as surely her new position is only a lateral move or lesser. Though more representative of the people to a Federal Senator.

Except for Vinalhaven/Fox Island Wind which NO ONE who should care about noise impacts upon themselves or wildlife should forget. I have been impressed with more recent integrity, but not with the blunt admission that she has no idea what numbers of birds and bats are being killed by wind turbines in Maine. She did indicate that someone under her authority had the numbers and she may have made vague promises to get those numbers to committee.

I do give her great credit in so far as she tried to get the legislature to amend important criteria for wind energy facilitiy impacts, and great credit for DEP's defense against cumulative impacts. I cannot give her credit for allowing the noise violations that were well predicted to her department and proven to her department in Vinalhaven to all of a sudden be deferred to the Town/local for enforcement. The permit came from Maine DEP; they wrote the conditions that are ineffectively enforced, and the locality has a huge conflict of interest as well as very limited ability to monitor or enforce.

So mixed record- first few weeks take a lot to make up for.

I am glad that she is not revolving to Bain or SunEd or vitriolic Green Enviro like UCS. Hope she can get collins on a good path to lead the 'downunders' in southern New Engl, and get spurious mandates out of the way.
