What this seems to say is "if we took more money from you then we were supposed to, it looks like we'll have to give it back". Is there a way we can nominate Baldacci for a magnanimity award? Perhaps the biggest story here is that it took five years for the Maine media to reveal that Baldacci joined the Avangrid board back in 2014.

Ex-Gov. Baldacci, board member of CMP’s parent, says company should make customers whole

Former Maine Gov. John Baldacci, who serves on the board of Central Maine Power Co.’s parent company, said Friday that if systemic problems led to the utility over-billing customers, it should act immediately to “make those customers whole.”

Baldacci said in an interview that he couldn’t detail internal board discussions, but he feels strongly that CMP should work to reconcile with customers who may have been unfairly over-billed while continuing efforts to rebuild trust.

“The most important thing to me is to make sure that this is all done publicly, and as transparently as possible,” said Baldacci, who was Maine’s governor from 2003-2011 and served in the U.S. House of Representatives for four terms before that.

Since 2014, Baldacci has sat on the board of Avangrid, Inc., which owns CMP under the corporate umbrella of the Spanish multinational energy giant Iberdrola.

Baldacci’s statement about making sure customers are made whole went beyond what CMP officials have said about the controversy that was documented in a recent Maine Sunday Telegram investigation of how the utility mismanaged the 2017 roll-out of a $56 million billing system.

Baldacci's early ties to Iberdrola - working on their behalf while governor

In September 2009 Governor Baldacci returns from an Iberdrola-hosted trip to Europe to "study" wind. Upon his return he talks of a Maine law that prevents companies like Iberdrola from owning transmission (which they do) and owning wind projects (which they want to do). He talks about his needing to look into this law and getting it changed. This is covered in the press. Such a law is now under consideration in the legislature. (January 2016). In December 2015, former Governor John Baldacci became Vice Chairman of Iberdrola's wind division, Avangrid. This is not covered in the press. "Baldacci also says the state is planning to change local regulations to allow Spanish renewables giant Iberdrola Renovables to invest in wind farms there. Iberdrola is unable to invest in generation because of the transmission and distribution assets it owns in the state through Central Maine Power; however, Baldacci says legislation being proposed in the state legislature would change the rules for renewable generation".
