Why are there such stark differences in monthly electric bills among the New England States ?

All six states participate in a wholesale electric market that uses a clearinghouse pricing structure, meaning the wholesale price of electricity at any given moment is the same throughout the region.

Connecticut $139.97 
Massachusetts $116.86 
New Hampshire $114.95 
Rhode Island $105.76 
Vermont $95.02 
Maine $87.21  
Could be Maine is more frugal with electricity use is part of it. 
Could be the the lack of renewable resources necessary to reduce state mandated greenhouse gas emissions drives up the prices in Southern New England States as they scramble to secure out of market contracts for greater amounts of wind and solar.
Maine is, by far the most successful state in NE in reducing it's GHG goals and surpassing it's renewable electrical energy goals.
                         GHG in 2017 at 50% of 2025 RGGI caps
                         Renewable generation at 75% in 2017( 40% goal)
Maine ratepayers want electric prices to go down and they will, when we recognize success has arrived and the need to provide ratepayer incentives is no longer necessary.

I really think it would be useful to know the per  KWH charge for each state broken down between supply and delivery like Maine, because each state has such different demographic characteristics.
