1.Never ever present your case unless you control the playing field.

2.Limit public partcipation by:

         a. Presenting before or during holidays.

         b. Giving short notice whenever possible ..

         c. Presenting early in the day and never  when at all convenient for the public .

3.Always convince the ruling body to have more time in your presentation than given the opposition.

4.Always restrict or inhibit recordings and access.

5.Always  pack the room with paid pro wind bodies.

6.Attempt to reschedule if any of the above conditions may not be present.

* Get a governor to form a wind task force stocked with wind people

* Have the wind task force create an "expedited wind law" making things like scenic impact close to irrelevant, no matter how important it is to the people of the state and its tourism industry

* Plan the wind project for many years

* Get as many local folk as possible to sign gag orders

* When bidding on projects, make sure any public release of documents uses the "Three R's": Redact, Redact, Redact

* Spring the project application on the local folk at the very last minute who have had no time to prepare

* Make sure there is almost no time for the local folk to organize against your application

* Ridicule any person who opposes the project and accuse them of destroying the planet

* Tell them their cats are the real bird killers, not their wind turbines

* Buy yourself a new Mercedes Benz and mansion on the ocean, even though you told everyone else the seas are rising for lack of wind turbines

* Send the rest of your money to your bank account, many times in some other country

* Keep planning projects
