The States yell " More Wind, More Solar " , While the Grid Operator exclaims " More Reliable Energy " 

"Mark Karl,  Vice President, Market Development, ISO New England, explained that the ( New England ) region is shifting away from resources with on-site fuel supplies (coal, oil, nuclear) toward those that rely on “just-in-time” fuel delivery (natural gas) or variable weather conditions (renewables). Karl explained that, during extended cold weather periods, there may be insufficient energy available to satisfy electricity demand, and that the ISO is developing a market-based mechanism to attract and/or retain resources that can reliably deliver energy to the New England power system. "

Translation: even higher capacity payments.

In 2014 the total annual wholesale energy market for New England was $8 billion. By 2016 natural gas prices forced that number down by more than double to less than $3.7 billion. But nobody saved a penny on their light bill. Over the same period, annual capacity payments rose from $1 billion to over $3 billion.  Why? Because while the wind lobby was crowing about being "competitive," ratepayers were paying capacity payments to the wind-enabling dispatchable generators so that the lights would stay on. And because New England was blowing about $2 billion on 1300 MW of wind generation instead of necessary energy infrastructure like gas pipeline expansion, which negligence of course led to outrageous spikes in cold/hot weather peak pricing. What a way to run a railroad.
