What I did not say yet is that the private investors of utilities are guaranteed a return. They had to divest generation, and your blog on Emera and VT blogs does indicate how inseparable generators are from 'utility'. Generartors want a guarantee, the new merchant transmission companies want a guarantee, and the only guarantee we have is death, taxes and we are screwed, not in that order (& the last, not in a good way). The irony to me is that all of the above 'tax' or more accurately, sometimes called 'system benefit surcharge' is done in the name of DEREGULATION. I was a frequent flier when Reagan 'deregulated' airlines and air traffic safety, yet today it will be up to govt. whether the passenger seated next to you can yammer on their cell. I do wish there was still a common-sense, civil code of conduct.<br />

The rationale for state and interstate-intrusion into the electricity business, and promoting non-competitive renewable sources such as wind are: Stabilize price- even supporters are asking what that 'stable' price is, and in Massachusetts what they want is 30¢/kWhr above and beyond price of electrons supplied MINIMUM, and up to twice that. Not sending our energy dollars out-of-state. Massachusetts and Connecticut are fairly committed to sending billions to Maine for wind electrons that will go to Canada. There is a great deal of talk about the billions invested in Maine wind energy infrastructure, yet what you ask of that investment went to Maine? Where were even GE, brings good things to life, turbines made. Lately we hear that the foundry and construction companies are desparate for jobs that wind energy provides. So was the mill that cheated about demand management and the larger New England land owners, who own, not large flat agricultural land on which maybe happy cows, and corn or soy, don't mind turbine noise. Paper and publishing went to China. Extraction and waste- the picture of rare earth miner slogging a load on his back, the amount of radioactive waste and the news that composites in the blades are not recycleable should wake everyone up.
