Governor's Energy Office Advises They Did Not Broadcast Today's Energy Meeting

Here's the latest via an email at 2:10PM today, 12/29/17. This, despite the fact that this was announced as a meeting one could audio stream on the EUT website.

================================================================

12;56 PM Dec 29, 2017 status:

I was just notified by a wind warrior who was in Augusta that "I called the LIO and they said it was supposed to have been streamed. They also said the meeting ended at noon. "

Note the website still shows the meeting as in progress.  So for whatever reason, the public was told about the meeting and was notified it would be streamed. In fact, I suspect some members of the public may have decided to "attend" the meeting via the scheduled streaming rather than attend in person.

It would be a nice basic courtesy if they would post status updates online so people don't waste their time waiting for their speakers to start speaking, e.g, today the update might have said:

UPDATE
The live streaming for today's energy meeting which was scheduled on this website right up until now will not be available because we have decided not to make it available. So for those of you who had been counting on the audio and perhaps had thus decided not to attend the meeting in person, BETTER LUCK NEXT TIME.

On the scene report: EUT Meeting ended at 12PM Today and Was Never Streamed as Scheduled

==================================================================

The start time for today's meeting was published as 10:00 am in the Press Herald and 8:00 am  on the EUT Committee website. As of 9:45am there was no audio at http://legislature.maine.gov/Audio/#211

Perhaps the meeting is in fact starting at 10:00 am and audio will be available online at that time.

Again, the website for live audio is:

http://legislature.maine.gov/Audio/#211

For what it's worth, the EUT website currently states that the meeting is in progress.

-----------------------------------------------------------------------------------------

BEWARE - as noted below, these hearings are being coordinated by the "Environmental & Energy Technology Council of Maine", known as E2Tech. This organization is a cheer leader for wind power in Maine. This can be readily seen by a quick trip to their website: http://www.e2tech.org/projects/wind-energy

A look at their board of directors indicates various pro-wind affiliations such as Brooke Barnes of Stantec, John Carroll of Avangrid, Phil Coupe of ReVision Energy, David Ertz (formerly) of First Wind and Elizabeth Swain of Barton & Gingold. See: http://www.e2tech.org/about/board#Barnes

The above screenshot from the EUT website says the starting time is 8:00am. The article below states 10:00am, If anyone can clarify, please do.

The Governor’s Energy Office is asking Mainers for their input in developing an Energy Planning Roadmap, aimed at advancing the state’s energy, economic development and environmental goals.

The road map will use the 2015 state comprehensive energy plan update as a starting point. It has broad objectives: achieve energy and cost savings in the residential, commercial, industrial and transportation sectors; reduce pollution and greenhouse gas emissions; and support the growth of a robust state and regional energy market and workforce.

The office is working with the Environmental & Energy Technology Council of Maine, known as E2Tech, to hold public hearings on how to target strategies to meet these objectives.

Dates and locations have been rescheduled from earlier this fall. All meetings are from 10 a.m. to noon.

Sort of looks and feels like a "setup" to me!

The fact that a pro-wind-power group, E2Tech is tasked with holding public hearings on this set of issues is a troubling example of a conflict of interest.  Instead, a neutral party should be organizing and holding public hearings.

Email sent 5:45 pm, Dec. 29th

Ms. Monroe, (Acting Director, Governor's Energy Office )

Having been led to believe the GEO/E2Tech meeting at the EUT Committee Room 211 was going to be streamed live audio online, several of us stakeholders didn't expend the time and money to attend. Speaking for myself, I would like any minutes that were taken for this meeting or, at least, the attendance role. I did send every member of the EUT committee, by email, my thoughts on current energy policy and recommendations for amendments going forward. I anxiously await your response. Thank You.

Evidently, the website has not been updated with the new director's email

They have the authorization (some years back) to retain and archive all audio and video however due to a lack of funding they have been holding off either due to lack of knowledge as to how, or lack of proper equipment to do so.

Time to contact your representative or senator and as WTF? Maybe the funding was there, but they skimmed it for something else, Who knows?

No surprise. Screwing everything up and then acting like it was an accident is a common pattern or MO.  You know it is deliberate when it always seems to favor of the criminals. I was hired as an wildlife expert/consultant for a lawsuit back in June.  I was supposed to be paid by  "intervenor  funds" provided by New York.  As of today I have not received a nickle for the long hours I have put into research, reports, and my responses to stipulations for this North Ridge Wind Energy Project  lawsuit.

CASE 16-F-0268 - Application of Atlantic Wind LLC for a Certificate of Environmental Compatibility and Public Need Pursuant to Article 10 for Construction of the North Ridge Wind Energy Project in the Towns of Parishville and Hopkinton, St. Lawrence County.

RULING ON INTERVENOR FUNDING REQUESTS

(Issued July 11, 2017)

MICHELLE L. PHILLIPS and DANIEL P. O’CONNELL, Examiners                                                                                                                                                                                                                                                                               CCRP’s funding request

CCRP states that it seeks $17,500 of the available $35,000 in pre-application intervenor funding. CCRP is applying for funding as an eligible group local party, based on its claim that it represents land owners and residents of the Towns of Hopkinton and Parishville, the municipalities where the proposed wind turbine development would be occur. Other than unsolicited in-kind donations and its organizational checking account with about $310, CCRP reports that it has no available funding.

CCRP requests pre-application intervenor funding so that it may hire the Curtin Law Firm, P.C., to provide legal counsel throughout the Article 10 pre-application stage; Richard R. James/E-Coustic Solutions, LLC, noise engineer, to review, analyze and comment on the PSS and the applicable local municipal wind laws and participate in the negotiation of stipulations; and James Wiegand, wildlife biologist, to review, analyze and provide a written statement on the PSS, and participate in the negotiation of stipulations.11 The Curtin Law firm has been retained by CCRP to work on its behalf, while Mr. James and Wiegand will be providing their services on behalf of both CCRP and PHA. The total amount of funding requested by CCRP breaks down as follows: legal services, $9,850; Mr. James/E-Coustics, $3,800, and Mr. Wiegand, $3,850.

With respect to the noise consultant, Mr. James/E-Coustic and the wildlife biologist, Mr. Wiegand, we are awarding CCRP up to $3,800 and $3,850, respectively for the services outlined in these consultants’ respective retainer agreements which we note have been made with the Curtin Law Firm on behalf of CCRP and PHA. To the extent that CCRP requests an award of pre-application funds for travel to any stipulation meetings that are being held by telephone or videoconference, such requests are denied, for the reasons stated, supra.

So who was in attendance and can report on what was discussed? Is there an audio recording? Was this in Augusta or Novosibirsk?

Comment by Dan McKay on December 29, 2017 at 1:20pm

The E2Tech website posts  " no upcoming events" ?

12:10PM Update: Still no audio.

Comment by Long Islander on December 29, 2017 at 11:08am

Still no audio at 11:05 am, although the EUT website says the meeting is in progress.

Please give us a play-by-play as audio is still not working.

(excerpts) From Part 1 – On Maine’s Wind Law “Once the committee passed the wind energy bill on to the full House and Senate, lawmakers there didn’t even debate it. They passed it unanimously and with no discussion. House Majority Leader Hannah Pingree, a Democrat from North Haven, says legislators probably didn’t know how many turbines would be constructed in Maine if the law’s goals were met." . – Maine Center for Public Interest Reporting, August 2010 https://www.pinetreewatchdog.org/wind-power-bandwagon-hits-bumps-in-the-road-3/From Part 2 – On Wind and Oil Yet using wind energy doesn’t lower dependence on imported foreign oil. That’s because the majority of imported oil in Maine is used for heating and transportation. And switching our dependence from foreign oil to Maine-produced electricity isn’t likely to happen very soon, says Bartlett. “Right now, people can’t switch to electric cars and heating – if they did, we’d be in trouble.” So was one of the fundamental premises of the task force false, or at least misleading?" https://www.pinetreewatchdog.org/wind-swept-task-force-set-the-rules/From Part 3 – On Wind-Required New Transmission Lines Finally, the building of enormous, high-voltage transmission lines that the regional electricity system operator says are required to move substantial amounts of wind power to markets south of Maine was never even discussed by the task force – an omission that Mills said will come to haunt the state.“If you try to put 2,500 or 3,000 megawatts in northern or eastern Maine – oh, my god, try to build the transmission!” said Mills. “It’s not just the towers, it’s the lines – that’s when I begin to think that the goal is a little farfetched.” https://www.pinetreewatchdog.org/flaws-in-bill-like-skating-with-dull-skates/
