Why is this Portland story not in the Portland Press-Herald?

Although this CMP proposal is highly secretive, from the BDN story below, it affects primarily the Portland area. Moreover, it would thus seem to affect readers of the Portland Press Herald more than Bangor. (See map above from https://www.cmpco.com/SuppliersAndPartners/MainesElectricityMarket/... showing CMP's coverage area - totally inclusive of Portland)

So why isn't the Press Herald informing its readership about this $214 million development in their backyard?

 If the story is somehow in the Press Herald and I missed, could someone please let me know?

Why is this story not in the Portland Press-Herald?.........For the same reasons over 50% of my Disqus comments are now being deleted as spam or they simply disappear. It's called rigging the message.
