yes Paula .

among other things this too struck me , because this is of course exactly what happened in Maine with the Expedited law .

Each time we tried to modify, amend or rescind any aspect of the wind law, the wind industry advocates said in opposition to our proposals: " We need clarity , certainty ,stability " or " this will affect our profit margin ".

It is also why they fight so hard to keep the PTC going and In my ripe old age I have never seen an industry supported with so much gusto while offering obviously an inferior and costly  product .

With the implementation of an " institutional governance structure" ( executive , legislative and judicial powers in the same bed) the decks are stacked .

Obviously Baldacci and Co played that card very well in 2007.

I can't say I read every word and explored every page but noted the following quotes:

A major challenge for policy-makers is to design and implement an institutional governance structure for innovation in the energy sector that includes all relevant actors but also limits the burden to innovators of heavy bureaucracy.

The main role of governments will be the establishment of regulations and market incentives that drive evolution in technology, greater efficiency and cost reductions.

My days of studying the philosophy of capitalism, free market economies, etc. are long buried in the deep brain cells and irretrievable, but it seems to me that no government is economically sound enough at this point in time to be a financer of an unproven technology. And even if governments were more financially stable, a proven technology shouldn't require their assistance. It could rise to the top on its own. Again with the all wise bureaucrats picking winners and losers and deciding what's best for us all. (but you note they warn of avoiding 'heavy bureaucracy')  Regardless of what we want for ourselves. OMG, did that sound like a Trump supporter??? No Way......

Perhaps complete ecnomic collapse is the going to be the only way to end this madness.  Nuclear phobia is understandable, but molten salt reactors are the only "clean" safe power source we have that can meet the needs of a very power hungry world without producing CO2.
