Sounds like First Wind is trying to downplay the potentially looking cessation of the mega-giveaway called the PTC. It also sounds as though they are positioning this as an occasional speed bump and that the "free money" always gets reinstated.

IT IS HIGH TIME WE STOP THE PTC ONCE AND FOR ALL AS WELL AS ALL OTHER GIFTS TO THESE INSIDER CORPORATIONS.
