My guess is the average person doesn't wake up each day and ask "how can I have more wind power"? However, I would guess there are a number of key legislators in Mass who may. Lots of money to pocket. They plan and plot for years. Nothing quite like free money.

All Maine wind projects plus the CMP and Emera transmission projects were rejected by Southern New England in the Clean Energy RFP! The only project selected in Maine is Ranger Solar, located at Loring Air Force Base! This is fabulous news for wind warriors, our ridgelines and mountaintops and a major blow to wind developers!!! I received notification (www.cleanenergyrfp.com) that the Evaluation Team has finalized its work and selected the winning bidders. The results will be announced in March 2017. Once the contracts are finalized, they will be sent to regulatory authorities for approval.

It sounds as though the evaluation team's decisions affecting ratepayers will be made and communicated to the wind developers, but the public will be kept in the dark until the very last minute.
