<div style="padding: 15px;"><p align="justify" style="font-family: georgia, palatino; color: #000000; padding: 0px; font-size: 16px;">In just a few months, construction begins on the first offshore wind farm in Massachusetts waters.<br/> <br/> And as the push for green energy continues, so does turbine blade testing in Boston.<br/> <br/> “So what you’re seeing here is fatigue test,” Rahul Yarala says, as he points to massive blades bouncing up and down, and swaying side to side, in a huge building along the Mystic River in Charlestown. “We do structural testing of wind turbine blades.”<br/> <br/> The Wind Technology Testing Center where Yarala works is the only one of its kind in the country. “We use hydraulic systems to simulate what happens in the field,” Yarala explains.<br/> <br/> For six months at a time, crews make sure massive land-based turbine blades can withstand 160 mph winds.<br/> <br/> “The team here is looking to bring in some blades specifically designed for offshore wind within the next 6 months or so,” Steve Pike says.<br/> <br/> Pike is the CEO of the Massachusetts Clean Energy Center (MassCEC), which runs the facility.<br/> <br/> “What MassCEC has been doing is really working to lay the ground work for offshore wind in Massachusetts over the last 10 years.”<br/> <br/> Construction is set to begin on Vineyard Wind, the state’s first offshore project, located south of the island, later this year.<br/> <br/> “To date the utilities have purchased 800 MW of offshore wind, which is enough to power roughly 400,000 homes in the commonwealth,” Pike adds.<br/> <br/> A short distance away, the first in the nation Block Island wind farm is much smaller, and faced criticism over its cost.<br/> <br/> Pike says that’s not a worry here.<br/> <br/> “This contract would actually save ratepayers money over time. Over the 20 year life of the contract rate payers would not be paying more than they would for natural gas or oil and the like. Lowering the cost of energy over time; that is really going to be the game changer here in the northeast,” he says.<br/> <br/> And this is just the start.<br/> <br/> “You could see anywhere from 5,000 MW to 10,000 MW built off of the coast of Massachusetts south of Martha’s vineyard and Nantucket,” Pike predicts.<br/> <br/> Areas off the North Shore, Seacoast of New Hampshire, and Maine, are also being looked at.<br/> <br/> MassCEC adds that the state has a ways to go to meet its 2050 climate goals.<br/> <br/> To meet the goals, the state is also working on new methods of storing renewable energy, for use when the wind isn’t blowing or the sun isn’t shining.</p>

But Healey and other groups fought hard against the bid by Eversource Energy, National Grid, and Unitil to collect 2.75 percent of the total contract value as compensation for overseeing the contracts. Charlie Baker, had sought and failed to participate more fully in an electricity auction that would have made the wind farm’s backers a lot of money while also driving down the price of electricity in New England.<br/> <br/> The political gamesmanship arose in connection with an auction run by the regional power grid operator ISO-New England, which was seeking commitments from power generators to provide electricity three years from now – in 2022-2023. Normally such auctions receive little attention, but this one was unusual because Vineyard Wind, which hasn’t even begun construction of its 800 megawatt wind farm yet, sought to participate.<br/>

Vineyard Wind’s participation raises a host of thorny regulatory issues for the overseers of the region’s wholesale electricity market. That market consists of two major sub-markets. One is a day-ahead energy market, which sets “clearing prices” for electricity delivered to the power grid the next day. The other is a forward capacity market, which sets prices for what are basically options to purchase electricity three years out. The goal is to make sure the region has enough power to keep the lights on.</p>

The decision, or lack thereof, prompted an unusual round of public sniping among FERC commissioners on Twitter and highlights the simmering tensions in New England, where state climate ambitions are straining against the structure of the region’s wholesale electricity markets.<br/>

Some environmentalists and regulators said the incident illustrates the entrenched opposition to renewables from the regional grid operator, ISO New England, and federal regulators.<br/>

“Whether it’s intentional or not, ISO New England is running a system and maintaining a system that is designed for fossil fuel generators,” said David Ismay, an attorney at the Conservation Law Foundation. “To date, it has acted as if it sees renewables and other clean technologies as a threat to that system.”</p>

Whether it can turn the buzz surrounding it into actual change will depend on how much its young leaders have learned from the fizzled Occupy Wall Street movement — and the degree to which the country is ready to embrace its ambitious vision of a wholesale transformation of U.S. society.<br/>

Co-founder Evan Weber, 26, thinks that it is.<br/>
<br/>
"We are seeing a lot of hope from our generation in a way that makes me believe we can actually do something really big," he said.<br/>
<br/>
More than that though is Weber's belief in the way the Sunrise Movement is trying to convince Congress to undertake a massive program to fight global warming — in the same way that former President Franklin D. Roosevelt used the New Deal to combat the Great Depression.<br/>
<br/>
"We think to win on climate change we have to be part of a broader movement to [rewrite] what government should be for," he said.<br/>
<br/>
That movement burst into view with a surprise protest Nov. 13 outside the Capitol Hill office of Rep. Nancy Pelosi (D-Calif.), the likely next speaker of the House (Climatewire, Nov. 14).<br/>
<br/>
Dyanna Jaye, 26, Sunrise's campaign director, said the rally — which resulted in the arrest of 51 protesters — was one step in a process that began years ago but is poised for a breakthrough. Another Sunrise Movement protest is planned for Dec. 10 in Washington, and organizers hope to surpass the 200-plus activists who showed up the last time.<br/>

"We have a very limited window of time to influence the agenda of the next Congress," Jaye said.<br/>

She said the commission did not receive any comments from the public opposing the zoning change, which is expected to go into effect Aug. 23.<br/> <br/> The site is roughly a mile away from a wind turbine that is part of Novatus Energy’s 51-megawatt Hancock Wind farm, which, according to a report by Vox, has the tallest land-based wind turbines in the country. Electricity transmission lines owned by power distribution company Emera run through the proposed solar development site.</p>
